There were reports of high drama in Naivasha last week when it was announced that the water utility, Niavawass, had its Service Provision Agreement (SPA) cancelled by the asset holder: Rift Valley Water Services Board. The public notice points to breaches of its SPA.
This restricts how much we can do on the capacity building front, although WSUP will be making clear to RVWSB that whatever the outcome of this event, we support clear asset ownership, contractual relationships and transparent governance.
